E9区创新工场位于朝阳区双桥地区，占地面积8万平方米，现有建筑面积4万余平方米，其前身为三元食品乳品一厂。园区将有效整合艺术、创意、人文、工业等元素，整体规划以中轴线为界分为两个功能板块，其中西区以集聚办公、产业功能为主，东区以艺术人文、工业文化为主，将重点发展传媒、影视、数字新媒体等产业，打造国家文化产业创新实验区东部文化创意与相关产业融合示范园区。园区预计2016年建成开园。园区将从政策、金融、咨询、法律、培训、推广六个方面，为入驻企业提供全方位的优质服务。未来，并计划建设文化创意与农业、文化创意与交通、文化创意与医疗、文化创意与旅游、文化创意与房地产、文化创意与教育、文化创意与环保、文化创意与金融、文化创意与体育等9大实验室，每个实验室将建设研究团队，分别启动项目课题研究、建设行业数据库、开展研讨交流、展览展示、跨界人才培养等，终从实验室中成功创新孵化产业项目。为深入贯彻落实党的十八大、十八届三中全会和xijinping总书记视察北京工作时的重要讲话精神，围绕“政治中心、文化中心、国际交往中心、科技创新中心”的城市战略定位，文化部和北京市采取部市战略合作的方式，共同规划建设国家文化产业创新实验区，将以制度创新为着力点，大胆实践，先行先试，改革创新，进一步提升首都文化产业规模化、集约化、化发展水平，进一步服务北京经济社会转型升级，服务京津冀区域协同发展，服务首都“全国文化中心”建设，为全国文化产业创新发展探索路径、作出示范。
The E9 District Innovation Factory is located in the Shuangqiao area of Chaoyang District, covering an area of 80000 square meters. The existing building area is over 40000 square meters, and its predecessor was Sanyuan Food and Dairy Factory 1. The park will effectively integrate elements such as art, creativity, humanities, and industry. The overall plan is divided into two functional areas based on the central axis. The western area is mainly focused on gathering office and industrial functions, while the eastern area is mainly focused on art, humanities, and industrial culture. It will focus on developing industries such as media, film and television, and digital new media, and create a demonstration park for the integration of cultural creativity and related industries in the eastern part of the National Cultural Industry Innovation Experimental Zone. The park is expected to be completed and opened in 2016. The park will provide comprehensive high-quality services for settled enterprises from six aspects: policy, finance, consulting, law, training, and promotion. In the future, we plan to build 9 major laboratories, including Cultural Creativity and Agriculture, Cultural Creativity and Transportation, Cultural Creativity and Medical, Cultural Creativity and Tourism, Cultural Creativity and Real Estate, Cultural Creativity and Education, Cultural Creativity and Environmental Protection, Cultural Creativity and Finance, and Cultural Creativity and Sports. Each laboratory will establish a professional research team to initiate project research, build industry databases, conduct discussions and exchanges, exhibitions, and exhibitions Cross disciplinary talent cultivation, and ultimately successful innovation and incubation of industrial projects from the laboratory.
